Zaragoza en Común demands €43 million in housing investment from City Council: “For this government, speculators come first”

Zaragoza en Común will present a motion at the next city council meeting, scheduled for Thursday, October 29, calling on the City Council to adopt urgent housing measures. The group says evictions continue in Zaragoza while entire families face removal proceedings without a decent housing alternative.
Zaragoza en Común demands €43 million in housing investment from City Council: “For this government, speculators come first”

Zaragoza en Común councillor Suso Domínguez says that “we cannot normalize a family being forced out of its home while the only response from public authorities is to say they have no jurisdiction. For ZeC, the situation requires action at every level of government and the use of all available tools to protect tenants and expand the public housing stock.

ZeC is calling for a decisive expansion of the public housing stock, “something that is not happening because this government lacks the political will.” Domínguez recalls that Natalia Chueca’s government has missed opportunities to expand the public housing stock, such as exercising pre-emption and repurchase rights over subsidized housing that could have been incorporated into the municipal assets, while “it has closed the Mortgage and Rental Mediation Office and has not applied the property tax surcharge to vacant homes owned by large landlords.”

ZEC’S DEMANDS

The 2026 budget forecasts €43 million in revenue from development rights and land sales; by contrast, investment in public housing has barely increased by €3 million. Looking back, in 2025 the City Council collected €1.5 million from the sale of land for subsidized housing and €16 million from the sale of unrestricted land, and none of these amounts was converted into public housing investment.

For Suso Domínguez, the situation is clear: “For this government, housing is not the priority; the business of speculators is.” For Zaragoza en Común, the policy of transferring municipal facilities land to major developers and investment funds is particularly worrying. “Public land in the neighborhoods cannot become a gift enabling funds to do business for 75 years.

The motion calls for the city council to express its support for Royal Decree-Laws 28/2026 and 29/2026, approved on October 6 to strengthen the stability of contracts for habitual residences and protect the social function of housing. The motion submitted by the municipal group proposes a package of eight municipal measures, including guaranteeing a decent housing alternative for vulnerable families affected by an eviction and adapting emergency assistance so it becomes an effective tool to prevent the loss of housing.
