What is known about Aragon's 2027 budget: more investment in healthcare, housing and education

With this level of resources, the regional government expects to consolidate significant budget increases focused mainly on healthcare, education, housing and economic development across the region. It hopes to approve the budget before the end of the year despite the complications caused by the election being called.

GREATER INVESTMENT IN HEALTHCARE AND EDUCATION

In healthcare, the regional budget includes a record allocation of nearly €3.1 billion to finance strategic infrastructure such as the hospitals in Alcañiz and Teruel, the future Royo Villanova Hospital and new health centers.

Meanwhile, the Department of Education will see a 20% increase, equivalent to an additional €350 million. This injection of funding will finance a 7.75% pay rise for teachers, the expansion of school staff, improvements to educational facilities and the multi-year financing agreement with the University of Zaragoza.

Within the economic sphere, the Department of Economy, Competitiveness and Employment will have €97 million in its own funds, with €17.5 million earmarked for the development of the Alierta Aragon Technology District and efforts to promote the digitalization of small and medium-sized businesses.

Jorge Azcón also announced an allocation of €52 million for the construction of subsidized housing, representing a 45% increase compared with the previous year. This investment forms part of the main provisions of the Aragon More Housing Plan, with the aim of expanding the affordable housing stock.

GOVERNMENT AGREEMENT COMMITMENTS

It remains to be seen whether some of the commitments agreed in the investiture deal between the People's Party and VOX will be fulfilled. On taxation, the agreement provides for a gradual 0.25% reduction in personal income tax from 2027 for incomes below €52,500, as well as a 99% tax relief on inheritance and gift tax.

The agreement signed by President Azcón also establishes progress toward free early childhood education for children aged 0 to 3 and the introduction of free tuition for the first university enrollment starting in the 2027/2028 academic year. In terms of security, the parties have pledged to increase funding for local police forces.

It also includes a 50% reduction in subsidies granted to trade unions and employers' organizations, a measure already applied to the remainder of 2026. Finally, the agreement promises measures aimed at simplifying administrative procedures to make institutional management in Aragon more efficient.
