Aragon Ombudsman asks regional government to include Special Education vacancies in transfer process

Aragon Ombudsman Concepción Gimeno has suggested that the Education Department consider including vacant teaching posts at Zaragoza’s Special Education centers in the nationwide transfer process. It also proposes that, if any of these posts are excluded, the administration provide sufficient reasons for its decision.
Aragon Ombudsman asks regional government to include Special Education vacancies in transfer process

The decision responds to a complaint filed by a citizen who questioned why certain vacant teaching posts at Zaragoza’s Special Education centers were not offered in the transfer process, despite subsequently being filled through temporary assignments or other temporary staffing procedures.

Specifically, the complaint referred to posts at the Jean Piaget, La Alborada, Rincón de Goya and Ángel Rivière centers. It argued that this method of filling the positions limited access opportunities for teachers from other autonomous communities and made it more difficult to ensure staff stability at these centers.

In response to the Aragon Ombudsman, the Education Department explained that some permanent positions at these centers are filled by selecting career civil servants from the autonomous community according to educational criteria promoted by the centers themselves. According to the administration, this system makes it possible to select the most qualified teachers and also responds to requests from management teams that consider it appropriate to maintain this staffing model.

However, the institution has established that the posts referred to in the complaint continue to appear in the centers’ staffing rosters and that some of them were subsequently offered through temporary assignments. It also points out that Special Education centers are not among those for which the ordinary system of filling posts through the general transfer process has been suspended.

Aragon’s ombudsman therefore considers it appropriate for the Education Department to assess the possibility of including these vacancies in the nationwide transfer process, given that they are posts that remain operational. If it decides to continue filling them through other procedures, the institution reminds it of the need to provide sufficient reasons justifying the decision.
