The agreement was adopted at an extraordinary Cabinet meeting and represents an increase of €874.6 million, or 11.6%, compared with the current limit, set in 2024 and extended throughout 2025 and 2026. As Aragon's vice president, Mar Vaquero, indicated, it is expected to be approved by the Aragonese Parliament at the end of September.
The DGA said the spending limit was calculated based on a forecast of €8.0399 billion in non-financial revenue. Of this amount, €6.0168 billion comes from the regional financing system, while €715.9 million corresponds to the autonomous community's own and transferred taxes. The remainder comes from earmarked funds, asset disposals, fees and other revenue.
This revenue forecast is supplemented by €57.9 million linked to the deficit reference rate of 0.1% of GDP and €300.4 million corresponding to national accounting adjustments. As a result, the maximum non-financial spending limit stands at €8.3981 billion.
A SPENDING CEILING SHAPED BY UNCERTAINTY
The agreement was adopted in a context marked by uncertainty over international economic developments, the regional financing system and the future approval of the General State Budgets, the government said. It maintains that the accounts will be drawn up according to criteria of prudence and fiscal responsibility.
Approval of the spending ceiling represents a further step in the budget process and precedes the submission to the Aragonese Parliament of the 2027 Budget Bill.
