One of the new measures affects the blue zone. The ordinance will allow the parking fee for residents to be prorated by quarter, depending on when the application is submitted during the year. A similar criterion will apply to terraces, allowing hospitality businesses to benefit from quarterly proration when they cannot use all the authorized space for reasons beyond their control.
There will be an increase in fees at municipal sports facilities, which will rise by 3% in 2027, an increase the City Council says is below the CPI and the rate usually applied. In addition, some fees will be reorganized to make them easier to manage, and the examination fees included in the document issuance charge will be updated after remaining unchanged for several years.
URBAN PLANNING CHANGES AND NEW PLENARY AGREEMENTS
The plenary session also approved several urban planning and regulatory measures. These include an amendment to the Special Plan for the Manuel Artero Center to allow the installation of an industrial kitchen in the facilities of the Valentia Huesca Foundation, as well as changes to the municipal regulations governing job positions. The Regulations for the Use of the Young Art Space were also unanimously approved.
The session also approved five resolution proposals. Among them, the plenary unanimously backed the launch of the ‘Huesca Fácil’ plan to simplify administrative procedures, a request for a permanent increase in the National Police staffing in Huesca, including the requested addition of 32 officers, and an initiative to move forward with work on the premises of the San Lorenzo Neighborhood Association.
