PSOE puts a figure on Azcón’s ‘abandonment’ of Zaragoza: €3 million less a year

Zaragoza’s PSOE on Monday criticized Natalia Chueca’s government for failing to hold the Capital City Bilateral Commission with the Aragonese government and demanded its immediate convening. Socialist councilor Horacio Royo denounced the “indifference” of both the city council and the Government of Aragon over an issue that, in his view, has left key matters for the city, such as funding, wastewater treatment and the construction of new facilities, on hold. Royo recalled that in Jorge Azcón’s more than three years at the head of the regional government, the commission has met only once, in December 2023.

The Socialist councilor focused much of his criticism on the funding received by Zaragoza. According to his calculations, the Capital City Fund, currently set at €8 million, should have already reached €9 million if the update provided for in the Capital City Law had been applied.

He also referred to the Financial Agreement, which, according to Royo, likewise fails to comply with the provisions of that law: when its term ends in 2029, the city council should receive €26 million, but it will receive €24 million. “We are talking about a loss of €3 million a year,” he said, adding both amounts together.

ROYO ACCUSES THE ARAGON GOVERNMENT AND CITY COUNCIL OF ABANDONING ZARAGOZA

Royo also accused Azcón of abandoning demands he defended when he was mayor of Zaragoza. In this regard, he cited wastewater treatment and sanitation, recalling that the current president of Aragon called for the city to receive investments proportional to revenue from the Water Pollution Tax (ICA). The Socialist councilor said that over the past three years, the Aragonese sanitation plan has not been amended and investment in wastewater treatment in Zaragoza has not increased. He also criticized the lack of new healthcare and educational facilities in response to the growth of the Aragonese capital’s population, with particular reference to the Arcosur health center and the expansion of Royo Villanova Hospital.

For the PSOE councilor, this situation makes Chueca an “accomplice” of Azcón’s government for failing to demand, with the same forcefulness, the investments Zaragoza needs. “She should be defending the people of Zaragoza,” he said, while criticizing the mayor for engaging in confrontations with other administrations when they are governed by the PSOE.

Royo announced that his group will demand explanations this Thursday from the regional minister for the Presidency, Ángel Lorén, about the status of the Bilateral Commission and will call for it to be convened “immediately.” It will also ask Chueca to attend the meeting with an agenda previously discussed and shared with the municipal groups.
