This decision by Natalia Chuecaós administration became known through a question from Vox councillor David Flores during an Urban Planning Committee meeting focused on the delay to the project, after Phase 2 was completed in 2025. Flores questioned whether the undeveloped plots could be an obstacle to continuing the redevelopment and called it "incomprehensible" that Phase 3 has not already been launched. He also argued that the work could be coordinated with developers to prevent future construction from damaging what has already been redeveloped.
Serrano clarified that when he announced in June 2025 that work would begin on Phase 3, he was referring to the design of the project, not the start of construction. The councillor also highlighted the results of the first two phases, promoted since 2020, and stressed their differences with the third phase, both because it covers a smaller area and because of the aim pursued by the initial projects: driving urban development throughout the surrounding area.
THE URGENCY OF CARRYING OUT PHASE 3 IS NOT THE SAME
For Serrano, that process means there is now "no urgency" to undertake the third phase. "Phase 3 is not as pressing as Phase 1 and Phase 2," he said, while stressing that the municipal government still intends to complete the redevelopment of Avenida de Cataluña.
For now, therefore, the next step will be to complete the project. Zaragoza City Council estimates that it will be drafted "over the remainder of this year or at the beginning of next year," at which point the outstanding work will be defined. Construction will follow. Serrano himself has placed the work "in the next term" or, in other words, after the municipal elections in May 2027 and with a new municipal government in charge, putting Phase 3 of Avenida de Cataluña on the horizon for 2027 or even later years.
