Giral has also criticized the implementation of the Low-Emission Zone (LEZ), which he considers "insufficient" to achieve a significant reduction in traffic-related pollution.
The Socialist councilor lamented that the PP and Vox had turned the issue into "an exercise in theater and operetta" and accused both parties of using the LEZ as a bargaining chip in budget negotiations. In this regard, he recalled that Vox had already proposed changes to the ordinance to support the 2026 budget and that, he said, it would once again link them to the 2027 municipal accounts.
PSOE BELIEVES THE LEZ IS TOO SMALL
In his view, the area's limited size means the measure has limited capacity to reduce pollution. "PP and Vox are not doing what Spain's major cities are supposed to do, which is try to reduce pollution," Giral said.
Beyond the LEZ, the Socialist councilor called for more climate shelters and criticized the fact that libraries and civic centers remain closed at weekends, as well as the lack of new spaces or extended opening hours over the past three and a half years. He also called for more trees and urban materials that reduce the impact of heat, and questioned projects such as Salamero and San Miguel squares because of their large paved areas and the reduction of green space. Giral argues that Zaragoza needs to adapt its urban model to increasingly intense heat episodes, particularly to protect older people, vulnerable groups and schoolchildren.
