The platform questions the city council's decision to promote these new infrastructures without the definitive model for the amusement park having yet been defined. It recalls that the concession was awarded to Moncayo Leisure Zaragoza and formalized on February 16, 2026, but that, according to the case file, the concessionaire was required to submit within six months a Special Plan setting out the uses and planning framework for the future park. The document, which would subsequently have to be opened for public consultation, has still not been submitted, the group claims, even though the deadline would already have expired.
REASONS FOR THE OBJECTIONS
Salvemos los Pinares de Venecia believes that the roads and utility lines project is moving ahead of this comprehensive planning process and would allow a service network to be designed for the future park without its uses, occupied areas, waterproofing, traffic or potential impacts yet being known. The platform recalls that a July 2025 municipal resolution dismissing an appeal against the concession stated that the Special Plan would be the document responsible for defining the future park's uses and assessing its potential impacts. In its view, the project currently on display contradicts that approach.
Another reason for the objections is the expected impact on trees. According to the road and infrastructure works annex included in the case file, the construction would directly affect 83 trees, although the platform warns that the impact could extend to other trees because of excavations, trenches, soil compaction, changes to drainage or the movement of machinery. The group also warns of the risk of weakening the pine forests, particularly given the presence of the Tomicus pest. It further criticizes the city council for failing to respond to its request for information about the Municipal Management Plan for the Pinares de Venecia and its budget, and questions the allocation of more than four million euros to these infrastructures while, it claims, no funding is being allocated to revitalizing the forest during the year of its centenary.
