"I am putting myself at the party's disposal," the Government delegate in Aragon told the media during the presentation of activities for a new edition of “Spain in Freedom.” The delegate is one of the most visible Socialist figures and is also considered close to the current secretary general of the PSOE in Aragon, Pilar Alegría.

Beltrán served as the Government's deputy delegate in Zaragoza when Alegría was the Government delegate. He also accompanied her during her time as minister for Innovation, Research and Universities in Javier Lambán's first regional government.
Beltrán highlighted his academic and institutional career: "I have been serving the public for 37 or 38 years. I have held positions of responsibility at the University of Zaragoza, in the Government of Aragon under Marcelino Iglesias and Javier Lambán, and in the Government of Spain, in two different ministries, the Ministry of Defence and the Ministry of Territorial Policy; and I continue to maintain my very strong and exclusive vocation for public service."
For this reason, the delegate said that Aragon's Socialists “are currently opening a primary election process. “I am putting myself at my party's disposal to see how we can organise ourselves among colleagues; for now, I cannot say much more,” he said.
Candidates for the three provincial capitals and Calatayud will be submitted between October 23 and 26, although they must first put themselves forward to obtain the necessary endorsements. The first vote, if there is more than one candidate—as appears likely in Zaragoza—will be held on November 14 and, if necessary, a second round will take place on November 21.
