The project has now been pending for seven months. The PSOE said in February that the presentation of the development was imminent, but time has passed and, according to the City Council, there is still neither a project nor a permit. The Urban Planning Department believes this lack of progress is delaying an initiative that was intended to increase the supply of protected housing in Zaragoza.

Serrano has also called on the central government to take a step forward in making public land available. Specifically, he has requested that it transfer enough publicly owned land in Picarral to build another 200 homes. So far, the City Council says it has received no response to this request.
The Urban Planning Department accuses the central government of leaving Zaragoza and Aragón out of its housing policies and regrets that announcements are not translating into new homes.
