Apudepa notes that this document establishes a specific intervention regime for the property and expressly provides for demolition works by referring to the conditions of a “sale or purchase agreement or commitment.”
In light of reports of a possible permit to dismantle or demolish the power plant, the association considers it necessary to determine the precise contents of the administrative file. Specifically, it wants to know the urban-planning grounds that would allow an action of this kind to be carried out on a property expressly protected by the municipal planning regulations.
Apudepa considers this review particularly important because demolishing a listed heritage asset would constitute a potentially irreversible action. Therefore, while the scope and legality of the planned works are being determined, it is calling for the necessary measures to be adopted to prevent irreparable damage to the protected elements.
A UNIQUE INDUSTRIAL HERITAGE ASSET
The General Urban Development Plan's own documentation recognizes the architectural significance of the thermal power plant and describes an industrial complex comprising the main building, the conveyor belt, the chimney, the electrical transformer yard, the office buildings and the former barracks associated with the construction of the facility.
For APUDEPA, the thermal power plant is also a significant part of the industrial and mining heritage of Teruel's mining basins and forms part of an industrial landscape whose preservation deserves to be assessed before irreversible decisions are made.
Finally, the association regretted that the Government of Aragon has not opened proceedings to designate the Escucha Thermal Power Plant as an Asset of Cultural Interest, expressly disregarding the Provincial Heritage Commission.
