Street Artist Applications Open: Alfonso Street Ban Remains in Place

Zaragoza City Council has opened applications for licenses allowing musicians and street artists to perform in the city’s public spaces in 2027. Applications can be submitted until November 16, inclusive, either electronically through the municipal website or in person at the Registry Office in City Hall.

The call provides for a total of 91 permits, the same number as last year, distributed across three areas. Licenses are granted on an annual basis and will remain valid until December 31, 2027, meaning they will also allow performances during the upcoming Fiestas del Pilar. Each area has specific time slots to regulate performances.

The initiative aims to reconcile the presence of music and other artistic expressions in the streets with residents' right to rest and compliance with municipal noise regulations. Applications will be processed in accordance with the decree issued by the Department of Citizen Participation and Internal Affairs, which sets out the conditions for carrying out these activities in public spaces.

ALFONSO I STREET RESTRICTIONS REMAIN IN PLACE

Zone 1 includes the Historic District and Paseo de la Independencia, where 30 licenses are available: 20 for musicians and ten for artists from other disciplines. Plaza del Pilar is excluded because of its heritage value and special religious significance, while Alfonso I Street will continue to prohibit musical performances following residents' complaints about the disruption caused on this narrow street.

However, other artistic expressions, such as mime, living statues, juggling or drawing, will be allowed on Alfonso Street. These limitations seek to preserve cultural activity in the city center without undermining residents' right to rest.

Zone 2 covers parks, squares and streets across the rest of Zaragoza and has a maximum of 55 licenses for musicians and artists. These are joined by six more for Zone 3, which is linked to weekly markets and street markets, with the aim of bringing greater vitality to these commercial areas.
