The change came with the new Urban Mobility Ordinance, approved by the City Council plenary on July 25, 2024, and published in the Official Provincial Gazette on August 21 of the same year. The regulation introduced changes to the use of these reserved spaces and extended their validity to Saturdays, which are now considered working days for these purposes.
This is established by the ordinance, which states that the reserved spaces are in effect from Monday to Saturday, except on public holidays or when specific signage indicates otherwise. As a result, private vehicles may no longer park in loading and unloading zones on Saturdays when they are within the hours established on the sign. Otherwise, drivers face a fine.

WHAT HAPPENS ON SUNDAYS AND PUBLIC HOLIDAYS?
The situation changes on Sundays and public holidays. As a general rule, loading and unloading spaces are not in effect on these days, meaning private vehicles may park in them unless the signage expressly indicates otherwise. In the case of public holidays, their validity must be specifically indicated.
It is also important to pay attention to the hours shown on each sign. The ban on parking for private vehicles applies during the indicated time period, so once it has ended, any user may occupy the space, provided there is no other restriction preventing it.
Finally, the ordinance states that when no hours are shown on the sign, the reserved space is considered to be permanent. For this reason, before leaving a car in one of these spaces, drivers should check both the days and the hours during which the restriction is in effect.
