Transport Ministry sources have confirmed the authorization and said that the ministry has taken control of the situation “given the exceptional circumstances in Ceuta.” The resolution specifies that the requested space is located in the Western Expansion, Phase I, and may be used until December 31 of this year, without prejudice to the possibility of extending that period.
The space requested and ultimately authorized will allow temporary tents and areas for rest, nursing care and a dispensary to be installed. It will also include areas for social assistance and intervention, sanitary services, offices for staff from the organization responsible for providing assistance, and a security booth.
PORT AUTHORITY REJECTED THE REQUEST
The plots requested are part of the General State Administration. The Governing Board of the Port Authority of Ceuta met yesterday, Friday, and decided not to authorize their use “as it would be incompatible with the normal operation of the port.” Following this decision, it referred the file to Puertos del Estado, an organization under the Ministry of Transport.
Puertos del Estado concluded that, “although the planned temporary occupation could increase certain risks associated with the protection of critical infrastructure, sensitive facilities and port operations, there are grounds of general interest that justify granting the requested authorization, without prejudice to the adoption of the measures necessary to ensure its compatibility with the security, protection and normal operation of the port.”
In order to mitigate “possible adverse effects” at the port of Ceuta, “the Ministry of Transport and Sustainable Mobility will request the Interior Ministry’s active cooperation and contribution of the necessary resources to reinforce security,” according to the resolution.
