Zaragoza Unlocks Instalaza and Living Romareda Sites for 359 Homes

Zaragoza aims to resolve two long-standing urban planning issues. The City Council will transform the Instalaza site in Tenerías and the former Convent of Jerusalem on paseo de Isabel la Católica to build up to 359 homes, open new roads and expand parking.

Both operations will also bring more than €23.4 million into municipal coffers, which will be allocated to public housing policies. In Tenerías, the agreement will allow Instalaza’s industrial activity to be relocated outside the city center and its current facilities to be replaced with a new residential development beside the Ebro riverbank.

The project includes 155 homes, 31 of which will be designated as affordable housing and transferred to the City Council, as well as two commercial premises totaling 900 square meters and financial compensation of nearly €1 million. The development will also allow Blanco Cordero Street to be extended and improve the neighborhood’s connection with the Ebro corridor, a solution that has been under consideration for more than two decades.

LIVING ROMAREDA PROJECT

The second project affects the former site of the Convent of Jerusalem, enclosed by a wall near La Romareda and the major hospitals. The transformation will allow up to 204 homes to be built, with 68 earmarked for rental for a minimum of 10 years, as well as two residences: one for older people and another for healthcare staff, resident doctors and the families of patients who have had to travel for treatment. The developer will pay the City Council €22.43 million, which will be added to the municipal land reserve to finance housing policies.

The Living Romareda project also includes changes to parking following demands raised during its processing. The developer will have to provide 20% more private parking spaces than legally required for the homes and the two residences, in addition to around 75 public surface spaces linked to the opening of a new road between paseo de Isabel la Católica and Don Álvaro de Bazán Street. The Urban Planning Commission will review the files to advance approval of both operations, which aim to recover spaces that have not been fully integrated into the city and give them new residential and care-related uses.
