Zaragoza bans entry to public buildings for burqa and niqab wearers

Burqa and niqab wearers are now barred from entering Zaragoza’s municipal buildings. The new Civic Ordinance, which takes effect Friday, bans entry with the face fully covered, as with balaclavas or other garments that prevent identification. Those wearing them must first identify themselves to the Local Police before entering.

The measure, agreed by the PP and Vox, is limited to municipal buildings and facilities, and the city council justifies it on security grounds and to facilitate peopleós identification. The new rules come into force just before the Fiestas del Pilar and will allow the Local Police to penalize the conduct covered by the ordinance from Friday, with fines of up to 3,000 euros.

OTHER PENALTIES

Violations covered by the ordinance include street drinking, bachelor and bachelorette parties involving rowdy behavior, graffiti and vandalism. The highest fines, ranging from 1,501 to 3,000 euros, are reserved for very serious offenses, such as damaging protected buildings, causing deterioration to municipal facilities or illegal street vending. Serious offenses, punishable by fines of between 751 and 1,500 euros, also include drinking alcohol in the street and bachelor or bachelorette parties that seriously disrupt community life.

The ordinance also provides for fines of between 50 and 750 euros for minor offenses, such as leaving rubbish outside containers or sleeping in parks. To strengthen enforcement, the city council is preparing an intensive cleanliness-monitoring campaign that will extend across all neighborhoods. The Local Police, both in uniform and in plain clothes, will monitor the most problematic areas to identify those who breach the rules and process the corresponding fines.
