Torre Outlet zoning change moves forward after TSJA rejects suspension

Urban Planning, Infrastructure, Energy and Housing Councillor Víctor Serrano said the High Court of Justice of Aragon rejected a request by ZeC, PSOE and FABZ to halt the amendment to the General Urban Development Plan, known as the H zones, around Torre Outlet, the shopping complex built on the former Pikolin site.

Serrano explained that the main argument used to reject the request was that "the uses in that area are of public and general interest." The court rejected both the urgency of suspending the measure and the existence of any manifest illegality in the municipal agreement.

The judges expressly highlighted that the reform promoted by the City Council serves the public interest and applies to all of Zaragoza's H industrial zones.

THE CONSEQUENCES OF THIS UPDATE

This ruling is key to modernizing the productive land in that area of the Aragonese capital, as it allows activities linked to advanced technological processes to be established directly, including research and design centers, laboratories, database management, and the development of computer programs and services.

In fact, the court itself warned in its ruling that halting this zoning change would cause immediate, general harm to all owners of industrial land in the city by preventing them from launching these new technology-related activities.
