Neighborhood giant-headed figures can appear during the Pilar festivities after agreement with City Council

Zaragoza neighborhood giant-headed figure groups will once again be able to request appearances during the 2026 Pilar festivities after Monday's meeting with the City Council. The council will review the applications according to four specific criteria, a decision that has led the groups to call off the gathering they had planned for September 26 in Plaza del Pilar. The meeting, the first in which the City Council brought representatives of the different groups together, was attended by 25 members of these organizations, as well as representatives of the Municipal Comparsa.

The meeting was led by the councillor for Culture, Education and Tourism, Sara Fernández, and the councillor for Participation and Internal Affairs, Alfonso Mendoza, together with officials from Zaragoza Cultural. According to representatives of the groups, the proposed criteria have satisfied the organizations because, as Manolo Fernández, president of the Las Fuentes group, explained, they are largely the same criteria that had been applied until now. "In principle, all the groups will take part," the representative said, although final authorization will depend on each application meeting the established conditions.

CRITERIA FOR TAKING PART

The four criteria establish that activities must take place entirely within the neighborhood or district of the applying organization and must not coincide in time with events involving the Municipal Comparsa. In addition, they may not use names, images or figures from the municipal group that could create confusion about their official status. Routes should preferably run through pedestrian areas, enclosed squares, designated spaces or private venues and, when it is essential to use the roadway, closures must be limited and compatible with mobility and safety arrangements. Finally, there must be no unfavorable report from another municipal service issued within its area of responsibility.

The agreement also opens a new phase of dialogue between the groups and the City Council that will extend beyond the Pilar festivities. The organizations have undertaken to prepare a joint document setting out all the issues they wish to address regarding the development of their activities during the rest of the year, while the council will examine these matters with its municipal services. The coordinator created by the groups will therefore remain in place and serve as their common representative before the City Council.
