The regulations do not ban bachelor parties, but they do penalize behavior that goes too far and causes significant disruption. Celebrations that breach these conditions are considered serious offenses and will be punished with fines ranging from €751 to €1,500. The measure seeks to protect residents’ peace and quiet and prevent public spaces from becoming settings for uncivic behavior.
Bachelor parties have thus been added to the list of serious offenses covered by an ordinance that also targets street drinking, littering and other behavior that harms peaceful coexistence. Fines can reach €3,000 in the most serious cases, such as vandalism at municipal facilities, graffiti on protected buildings or illegal street vending. At the other end of the scale, minor offenses can incur fines of between €50 and €750.
Zaragoza’s new Civic Ordinance restores regulations that the city repealed in 2014 and that the municipal government considers necessary to protect public spaces. The City Council says the measure responds to a public demand and provides new tools to address behavior that disrupts peaceful coexistence. With the ordinance now in force, the Local Police can already penalize the conduct covered by the text.
