Teruel Provincial Council to Help 148 Local Entities Manage the Water Cycle

Teruel Provincial Council (DPT) will help 148 local entities in the province manage the water cycle through a joint procurement system. The October ordinary plenary session approved accepting the management assignments and the participation of these municipalities in the process, aimed at facilitating a service that remains the responsibility of local councils.

The session was also marked by the rail accident in Toledo. The councillors observed a minute of silence at the start of the plenary session and withdrew the motions presented by Teruel Existe and the PSOE on healthcare, infrastructure and wildfire prevention, as well as an institutional declaration supporting farmers and livestock breeders.

A NEW MODEL AFTER SASTESA’S DISSOLUTION

In the area of water, the participants are 147 municipalities with fewer than 20,000 inhabitants and the smaller local entity of Cuevas de Cañart. The Provincial Council will support them in preparing, tendering, awarding and coordinating the common terms of the procurement process. Each entity will retain responsibility for organising, authorising, receiving, approving, financing and paying for the service and, where applicable, will formalise its own contract.

The decision continues the provincial cooperation model approved in February to coordinate the supramunicipal provision of the public service covering the full water cycle through management assignments from the interested municipalities.

The system follows Sastesa’s dissolution on legal grounds after its 25-year term expired. The DPT aims to preserve jobs and guarantee service continuity, particularly in the smallest municipalities. The next step will be to put the service contract out to tender.

120,000 EUROS FOR THE INTERNATIONAL BACCALAUREATE

The plenary session also approved an agreement to implement and develop the innovation programme for the International Baccalaureate diploma taught at IES Vega del Turia in Teruel. The Provincial Council will contribute a total of 120,000 euros during 2026, 2027 and 2028 to work with the Department of Education and Teruel City Council.

Agreements with town councils and comarcas to support winter road maintenance operations were also approved. The agreements will be signed with Gúdar, Fortanete, Orihuela del Tremedal, Guadalaviar, Camarena de la Sierra, El Vallecillo and, for the first time this year, Frías de Albarracín. Cooperation with the Maestrazgo, Gúdar-Javalambre and Matarraña comarcas will also be renewed.

Meanwhile, the councillors approved the main guidelines for the DPT’s 2027 general budget. The plenary session also formalised the resignation of Popular Party councillor and group spokesman Miguel Ángel Navarro after he took office as a member of the Aragonese Parliament. He will be replaced by the mayor of Libros, Raúl Arana.
