Patients in Aragon who pay for their medicines should keep pharmacy receipts and regularly check their bank accounts. The Union of Consumers of Aragon (Ucaragón) has issued this warning following changes introduced this year to the prescription copayment system, as some users may initially pay more than they should and later recover the excess.

The 2026 reform has introduced new income brackets and maximum monthly contribution limits for certain patients, particularly those on low and middle incomes. The aim is to reduce the financial impact of the ongoing purchase of medicines and prevent costs from leading patients to abandon or reduce their medical treatments.

The problem, Ucaragón warns, is that these caps are not always applied directly when patients visit the pharmacy. In some cases, users may pay more than their limit upfront and subsequently receive the difference through the reimbursement system managed by the health authorities.

KEEP RECEIPTS FOR ONE YEAR

In response to this situation, the consumer organization recommends always requesting a receipt or proof of each dispensing and keeping the documentation for at least one year. It also advises regularly checking reimbursements made by the authorities to ensure they match the amounts due.

Ucaragón is placing particular emphasis on six-month reviews. Patients should check every six months whether they have received all reimbursements resulting from the legally established caps. If they find that a refund is missing, the organization advises filing a complaint with the Aragonese Health Service and, if necessary, contacting a consumer association.

The reform has a particular impact on those who need ongoing medication. The organization notes that pharmaceutical expenses can become a financial barrier to properly maintaining treatments, a situation that is especially concerning for people with chronic conditions.

CALL FOR SWIFT REFUNDS

Ucaragón is also calling on the Government of Aragon to ensure that procedures for refunding overcharged amounts are swift, transparent and accessible. The association believes that patients should not have to deal with complex procedures or pay amounts upfront for long periods when those sums must subsequently be refunded.

The organization insists that improving information is key to ensuring the new system achieves its goal. “No patient should have to give up their treatment because they are unaware of their rights or because they have not received a refund to which they are entitled on time,” Ucaragón concludes.
