DGT to change traffic light rule from October 1: what drivers and pedestrians need to know

A vehicle turns with a flashing amber light while a pedestrian crosses on a green signal. This common situation at certain intersections requires drivers to exercise extreme caution and can create a conflict point between both road users. The DGT wants to reduce this risk and, from October 1, 2026, will change the regulation governing these traffic lights.

The new rule establishes that, as a general rule, the flashing amber light for vehicles may not coincide with the green light for pedestrians at traffic-light-controlled crossings. The change is part of the amendment to the General Traffic Regulations approved by the Council of Ministers and will also affect intersections in Zaragoza, Huesca, Teruel and the rest of Aragon's municipalities.

The measure seeks to strengthen protection for vulnerable road users. The reform promoted by the government includes pedestrians, cyclists, motorcyclists and personal mobility vehicle (PMV) users within this category.

The new General Traffic Regulations also adapt the rules to the changes mobility has undergone over the past twenty years. The aim is to move from a model focused mainly on roads and vehicles to one that puts people and urban environments at the center.

WHAT CHANGES AT TRAFFIC LIGHTS FROM OCTOBER

The amendment specifically affects pedestrian crossings controlled by traffic lights. The DGT establishes that, as a general rule, the flashing amber light for vehicles may not coincide with the green light allowing pedestrians to proceed.

The amendment is incorporated into a new Title VI of the General Traffic Regulations, devoted to specific traffic rules in urban areas. For the first time, the reform introduces a definition of “vulnerable road user,” covering people who, because of their means of transport or the physical characteristics of their age group, face a greater risk of being injured in a traffic accident or of suffering more serious injuries.
