This was announced by Sanz during the plenary session of the Aragón Health Council. He explained that it is a process open to suggestions from all members of the Health Council, the highest collegiate body for citizen participation in the formulation of health policy. During the session, the Council was able to learn about the proposed locations and details of the new hospital project.
Ángel Sanz stressed that the public consultation is “a fundamental element in the development of health policies,” since social involvement is essential. The Council will be able to assess the proposed locations and submit its suggestions in the coming weeks.
Ángel Sanz recalled that the new Royo Villanova University Hospital will have more space, doubling the current facility’s size, as well as a more functional design, and will be defined by technology and cutting-edge innovation. “The construction of a new building gives us the opportunity to design a benchmark facility from scratch, conceived to respond not only to current needs, but also as an advanced technological infrastructure designed to meet the healthcare challenges of the coming decades,” added the Aragón Government’s health minister.
THE PROPOSED LOCATIONS
A total of four locations where this benchmark hospital could be built were proposed during the Council meeting. The first would be opposite the General Military Academy, in an area near the Huesca road. The second would be in San Gregorio, in the area comprising the spaces adjacent to the neighborhood on both sides.
The third option would be to locate the new Royo Villanova on Ronda de Boltaña, in an area comprising the spaces adjacent to the San Gregorio neighborhood on both sides. Finally, the possibility of locating the hospital next to the Cogullada road is being considered, in an area between Mercazaragoza and the Gállego River.
THE DEPARTMENT’S STRATEGIC PRIORITIES
Other matters were also addressed at the Council meeting, including a presentation of the main strategic priorities that will guide the Department’s work during the current legislative term, with the aim of strengthening a public, universal, innovative and sustainable healthcare system.
This roadmap is structured around five major areas: improving healthcare, strengthening human resources policy, optimizing resources and digitalization, promoting technology and innovation, and advancing healthcare infrastructure. The development and operation of Urgent Demand Care Points in Primary Care (DUAP), launched in Zaragoza on December 1, 2025, were also discussed.
COUNCIL COMPOSITION
The Aragón Health Council is the body responsible for formulating health policy and monitoring its implementation, as well as advising and informing the department responsible for health within the Aragón Government.
It is made up of 56 representatives: 18 from the regional administration, five from local government, one for each provincial council and two from the Aragón Federation of Municipalities, Comarcas and Provinces, five from the parliamentary groups of the Aragón regional parliament, and representatives from CCOO, UGT, CEMSATSE, CSIF, CEOE and Cepyme.
It also includes one representative from the Aragón Council of Chambers of Commerce, two from Aragón’s universities, six from professional associations, one representing scientific organizations, four from citizens’ and consumers’ associations, three from organizations representing patients, and four from local health councils.
