Spending cap passes: Budget negotiations to begin after the Pilar festivities

The plenary session of the Aragonese Cortes on Thursday took another step toward the 2027 Budget, whose negotiation will begin after the Pilar festivities. The spending cap, set at €8.398 billion, was approved with votes in favor from the PP and Vox, abstentions from the PSOE and Teruel Existe, and votes against from CHA and IU.

The People's Party has defended the spending limit as a record high thanks to the Aragonese government's fiscal and economic policies. Vox said the national priority will play a major role in the budget negotiations. Meanwhile, the opposition criticized the lack of a round of talks before its presentation, as Aragon's vice president, Mar Vaquero, had announced.

BERMÚDEZ DE CASTRO PRESENTS THE SPENDING CAP

Regional Treasury Minister Roberto Bermúdez de Castro presented the spending cap, which stands at €8.398 billion, 11.6% more than the previous cap presented in 2024. In his speech, he announced that the amendment and negotiation process in the Cortes will begin after the Pilar festivities.

“This spending cap would not be very different from the one any other political group would present,” Bermúdez de Castro argued, adding that he therefore did not understand “the opposition” seeking “any excuse” over the matter. He invited lawmakers to vote in favor so that debate could begin immediately on where these funds will be allocated.

The spending cap is calculated based on a forecast of €8,039.9 million in non-financial revenue, of which €6,016.8 million comes from the regional financing system and a further €715.9 million corresponds to the region's own and transferred taxes.

Of the resources from the financing system, €2,614 million comes from personal income tax and €1,675 million from VAT, in addition to revenue from excise duties. The calculation also includes €57.9 million associated with a deficit benchmark of 0.1% of GDP and €300.4 million corresponding to national accounting adjustments.
